Have you ever experienced a situation that made you feel uncomfortable?

From being watched by a stranger to receiving indecent exposure pictures online, these behaviours are crimes and can lead to an escalation in offending, including rape and assault.

Reporting them helps protect the whole community.

 

As a charity our purpose is to educate, empower and support individuals, communities and organisations to recognise, respond to and stand against non-contact sexual offences.

Stay informed and take a proactive approach to recognising and addressing potential risks. By acting as empowered active bystanders, we strengthen our collective ability to look out for one another. Together, we create a powerful stance against violence against women and girls (VAWG), fostering a safer and more supportive community for everyone.

WHY IT MATTERS

We are addressing the widespread underreporting and minimisation of non-contact sexual offences. These offences are often dismissed as minor, yet they are often precursors to more serious crimes.

The "Tackling Violence Against Women and Girls" Report (National Audit Office, January 2025) shows the scale of the problem, and that more awareness and a greater consistency of language is required:
 

  • Stalking and harassment: Nearly 621,000 cases recorded by police in the year ending June 2024.

  • Conviction rates for sexual offences (including non-contact) are lower than other crime types - 7.3% in 2024.

  • ​There is no consistent definition of VAWG across public bodies, making it hard to track non-contact offences accurately.

  • Data gaps exist for non-contact offences such as stalking.
     

It Does Matter is about more than raising awareness, it’s about empowering each of us to stand strong against violence and non-contact sexual offences.

LIBBY'S STORY

“My daughter Libby was enjoying University - studying and partying hard!

In 2019 she was refused entry to a club because she was too drunk, so her friends sent her home alone in a taxi. But Libby never got home. She was raped and murdered by a stranger who had a history of non-contact sexual offences. 

Her death was entirely preventable.

I know Libby would be proud of this campaign, collaborating with Thames Valley Police and raising awareness around safety and reporting.

My hope is that you speak up, stand together, and stay safe. Had someone done this for Libby, she would be alive today.”
